一、项目背景
现有S102省级公路毛集至凤台段走淮河大堤，全长14公里，路面狭窄，车辆拥挤，交通事故频繁发生，给广大人民群众生命财产造成重大损失，给淮河大堤带来严重的安全隐患，阻碍了S102省道的顺利畅通。该项目的建设，将成为毛集-凤台的快捷通道，既提高了S102省道的运力，又增强了淮河大堤的防洪性能。
二、建设规模及内容
本项目设计标准为公路等级二级，时速80公里/时，路基宽18米，路面宽12-15米，全长10.6公里。
三、市场分析
S102省道是位于我省中西部地区的干线公路之一，其中毛集至凤台段更是连接我省中部和西部地区的关键路段。本项目的建设符合淮南市城市总体规划，有利于促进县区社会经济的内部联动和对外开放，加强毛集、凤台及淮南市区之间的交通经济联系，改善投资环境，增强城市对外资、外商和民营企业入驻的吸引力，有利于沿线土地的增值、开发和利用。本项目建设期3年，投资回报公路收费。

The Reconstruction of Maoji-Fengtai Road Section of Provincial Highway No.102
Ⅰ. Project Background
The present 14-kilometer Maoji-Fengtai Road Section of Provincial Highway No.102 is built on the shores of Huaihe River, which is narrow and crowded with traffic. The frequent accidents on this road section cause heavy losses to the people, pose serious safety hazards to Huaihe River Levee System and often obstruct the traffic. The reconstruction project will build a high-efficiency and rapid pass from Maoji to Fengtai, which will not only enhance the transport capacity of Provincial Highway No.102 but also reinforce the flood control capacity of Huaihe River Levee.
Ⅱ. Project Content and Scale
This road section has been designed to be a secondary class highway with a roadbed width of 18 meters, a road surface width of 12-15 meters and a length of 10.6 kilometers, which requires a speed limit of 80 kilometers per hour.
Ⅲ. Market Analysis
Provincial Highway No.102 is one of the arterial highways in the central and western areas of Anhui, while Maoji-Fengtai Road Section is a key link. The construction of this project is in accord with the overall urban planning of Huainan city, which will not only promote traffic, social and economic links between Maoji Experimental District and Fengtai county as well as Huainan city but also improve our investment environment to attract foreign capital, foreign investors and Private Enterprises，as well as favor land increment, utilization and development along the road. The construction period for this project will be three years and the investment return will be obtained from Highway toll collection.
